REMARKS BY DR. EDWARD SAMBILI, CBS, PERMANENT SECRETARY, MINISTRY OF STATE FOR PLANNING, NATIONAL DEVELOPMENT AND VISION 2030 DURING THE LAUNCH OF THE KENYA CHAPTER OF  THE  AFRICA COMMUNITY OF PRACTICE ON MANAGING FOR DEVELOPMENT RESULTS (KCOP-MfDR) ON 25TH JUNE, 2010 AT HOTEL INTERCONTINENTAL, NAIROBI

It gives me great pleasure to welcome everyone who has found time to join during this official launch of the Kenyan Chapter of the Africa Community of Practice on Managing for Development Results otherwise shortened simply as, KCoP-MfDR). 

I wish to extend a special welcome to colleagues and guests from outside the country. For our visitors, Kenya is a hospitable country and it is my hope that you will find time to visit and enjoy historic tourist destinations; including the Nairobi National Park which is a few kilometers from here.

 

Ladies and Gentlemen
The Ministry of State for Planning, National Development and Vision 2030 is honored to provide leadership especially in establishment of the Kenyan Community of Practice (KCoP) that brings together practitioners and development workers to a common platform, of networking and sharing the important perspective embraced in the concept of ‘managing for development results’.

Establishment of Kenyan Community of Practice is another clear demonstration of commitment by the Government of Kenya to attainment of tangible results geared towards improved economic and social well-being of its citizens. As a Ministry mandated to facilitate and coordinate the national development planning process and provide leadership in national economic policy management, Ministry of State for Planning, National Development and Vision 2030 is continuing with the process of institutionalizing National Integrated Monitoring and Evaluation System, (NIMES) which is an overarching and system wide monitoring and evaluation framework.

The NIMES tracks and evaluates progress in implementation of government projects, programs and policies, as well as public spending. Information generated from NIMES is therefore important because it helps the public as well as the civil society in assessing both the effectiveness and the accountability of government in meeting its local and global development priorities and commitments. For this reason, the ideals that are embraced in KCOP that we are launching today, is a complement to the broader monitoring and evaluation framework in ensuring that the strategies, priorities and targets identified under our Vision 2030, are efficiently and effectively implemented in order to achieve the desired developmental outcomes.

 

Ladies and Gentlemen
The launch also comes at an opportune time when we are also witnessing increasing participation of the public, civil society and the private sector in national planning processes. I have noted that KCOP has five pillars that focus on results, harmonization, ownership, accountability and knowledge sharing. I do sincerely hope that these pillars are going to help us strengthen the culture of managing for development results in Kenya and Africa at large. I look forward to a future where the country; government and all stakeholders in development together embrace the use of evidenced-based information in proclaiming national policy.

My humble role is really to welcome you and assure you that with your cooperation our Ministry will provide the support that is required in institutionalizing this process in Kenya. In concluding, allow me to record my appreciation to all of you for your participation and for the support the Ministry has received from various organizations and various individuals. I would like to single out the African Development Bank for partnering with us on this initiative.

With these remarks, I do now invite the Permanent Secretary in the Office of the Prime Minister Dr Mohammed Isahakia to give his statement and subsequently invite the Minister to officially launch KCOP.
