MACRO PLANNING DIRECTORATE
a) Mandate
The Macro Planning Directorate coordinates the formulation of National Development Plans towards realization of Vision 2030. It also provides leadership in macroeconomic policy formulation, review and analysis. Also, the Directorate is charged with the promotion of regional and international economic cooperation matters. Some of the major activities of the Directorate include research and analysis, economic modelling, forecasting global economic trends and their impact on the economy, technical backstopping on macroeconomic issues, policy advice papers to the ministry itself and line ministries on national economic issues, regional integration and international economic cooperation. The Directorate prepares negotiation positions and country issue papers for use during regional and international economic forums. The Directorate also acts as the custodian of macro policies, programmes and projects and economic partnerships databases.
In carrying out the above activities, the Directorate liaises and coordinates with other Departments and Ministries such as KIPPRA, Economic Department of Ministry of Finance, Central Bank of Kenya, Kenya Revenue Authority and Kenya National Bureau of Statistics. It also liaises with regional and multilateral economic agencies such as the World Bank, International Monetary Fund, EU, MEFMI, ACP, ECA, EAC, COMESA, AU, IGAD, WTO, TICAD, EU, and the United Nations system (UNCTAD, ECOSOC, UNGA).
The Directorate has three divisions:
i. Macro Economic Policy Divisionii. Research and Modelling Division
iii. Economic Partnerships Division
Macro Economic Policy Division
The Macro Economic Policy Division is charged with the responsibility of providing leadership in the preparation of Vision 2030 Medium Term Plans and Sector Plans. The division is also charged with the responsibility of analyzing macroeconomic variables to generate periodic reports on performance of the economy for use by Government Agencies and other users. It also provides technical backstopping in budget preparation within the framework of the Macro Working Group and Tourism, Trade and Industry MTEF Sector. Also the division provides leadership on development of policies and provides policy advice on topical/emerging economic issues.
Research and Modelling Division
The Division is charged with responsibility of conducting policy research and analysis to facilitate policy making decisions. It is also responsible for modelling and forecasting macroeconomic variables, developing T21 macroeconomic model, building capacity for economic modelling, producing periodic reports and tables for policy makers. It is also charged with responsibility of conducting policy research and analysis to support policy making decisions.
Economic Partnerships Division
The Economic Partnership Division is charged with the responsibility of providing policy advice on regional economic integration and international economic cooperation. The Division provides leadership in the implementation of ACP-EU Cooperation framework activities within the Cotonou Partnership Agreement; spearheads the promotion of South-South Cooperation activities in the country for mutually benefitting trade, investment, other socio-economic benefits and learning of best practices; implementation of the TICAD priorities identified within the TICAD process as well as policy advice on matters of ECA, EAC, COMESA and IGAD. The Division is also charged with spearheading negotiations on EAC-EC EPAs on development.

c) Objectives
The Directorate executes three of the key objectives contained in the Ministry’s Strategic Plan that contribute to:
- Policy formulation, planning and coordination.
- Support the MTEF budgetary process.
- Coordination and linkages with regional and international institutions/bodies.
