SPECIFIC DUTIES
As an economist, macro-planning is part of an intensive course one has to undertake. Hence employment projections based on macro-economic projections has been part of the activities I have undertaken with other stakeholders while in the ministries of Labour and Planning. Upto july, 2007, I was an Acting Director of Planning in the Sectoral Planning Department with effect from 3rd August 2006 in the Ministry of Planning and National Development. The department coordinates social, Infrastrural and Productive policy matters that relate to education, health, children issues, labour matters , the country infrastructure, Agricultural and Rural relate development issues and the millennium Development Goals of the economy and link them with the budgetary preparation and allocation of the MTEF budget.I spearheaded the finalization of the Fourth Participatory Poverty Assessment survey in 18 Districts of Kenya which together with the results of the Integrated Household Budget Survey would serve as a major input in preparing the next Economic recovery Strategy.
I am currently the Director of Planning in charge of Monitoring and Evaluation Directorate which undertakes Project Monitoring and Evaluation Exercise in the whole country.
Previously, I headed the Central Planning and Monitoring Units of the Ministries of Tourism and Wildlife and Ministry of Labour and Human Resource Development. The Units are charged with the following responsibilities:
Coordinates overall economic policies that relate to the specific ministries and respective development matters of the economy.
Spearheading in collaboration with both the Federation of Kenya Employers and the Central Organization of Trade Unions, the establishment of National Productivity Centre in Kenya. The Productivity is expected to spearhead productivity movement in the country and ensure a paradigm shift to performance management.
Undertakes investigation of economic disputes and advises the industrial court accordingly.
Analyses collective bargaining agreements to ensure that they conform with labour laws.
Preparation of Economic Policy Papers for the ministriesy.
Undertakes Management of Information System through data collection, monitoring and evaluation of development projects that fall within the ministry.
Prepares ministerial budgetary requirements for consideration by the treasury.
A member of Ministerial Advisory Committee and procuring committee.
I have in the years 2000, 2006 and 2007 presented papers on employment creation and poverty reduction in The Department of Defence to high Major generals and colonels from various countries in Africa.
Coordinated preparations of the five year strategic work plans of the Ministries of Labour and Human Resource Development and Planning and National Development in 2004
Coordinated hosting of the Kenyan – Diaspora abroad conference in Kenya in October, 2006
Coordinated in liaison with the Kenya social forum to host the World Social Forum that took place here in Kenya in January 2007 in which close to 100,000 delegates from all over the World attended
Coordinated an inter-institutional taskforce that hosted the Knowledge Management Africa Conference here in Kenya in July 2007 involving about 400 delegates from more than 20 countries of Africa.
Coordinated the preparation and launching of the End Term Review of the Economic Recovery Strategy and the Public Expenditure Review for 2009 in June, 2009.
Coordinated the preparation and finalization of Outcome National, Flagship and District level indicators for the first Medium Term Plan of the Vision 2030 in June, 2009.
Currently preparing Project Inventory data base of all Ministries and Disseminating NIMES across the country
