Indicator Handbook For The Monitoring And Evaluation (M&E) Of The Kenya Vision 2030 PDF Print E-mail
This Handbook has been produced by the Ministry of State for Planning, National Development and Vision 2030 under its mandate of monitoring the Vision 2030 and its First Medium-Term Plan. It is designed to enhance managerial productivity by providing an easy reference to the key national socioeconomic and governance performance indicators and flagship projects undertaken in the period 2008-2012 and sub-national performance indicators for districts and constituencies.
The handbook is intended to be a guide for all Public Sector Institutions, from top executives responsible for coordination, administration and general managerial control, to those responsible for implementation and reporting. It leaves no doubt as to the responsibility for reporting on specific indicators or their sources. In this way, all measurements are expected to be consistent from year to year and thus, give accurate trends of the level and direction of change that is happening.


The handbook is also intended for much wider circulation and usage as it is designed as much for public accountability as it is for setting policy direction. it is therefore a document for Wananchi as well as for legislators and managers within the civil service and senior officials tasked with implementation of programmes to realize the goals of the Vision 2030. It is also intended for use by those in academia and those responsible for policy analysis, for civil society and other development partners, including the private sector.


The handbook is divided into four sections. The first section comprises a set of fifty-three key outcomes that will be monitored nationally. A progress report on the achievements ade towards the targets under each of these indicators will be prepared annually. The outcomes and targets have been carefully chosen to reflect both the aggressiveness with which the Government of Kenya intends to pursue development for the benefit of all its people and also with some realism as to our capacity and resource constraints.

Section 2 comprises the Flagship projects identified by the Coalition Government for priority implementation. Most of these projects will be implemented through public, private partnerships. Regular reporting on the projects is required, hence quarterly reports will be prepared, following the first benchmarking report to be produced in September 2009.
Users of the handbook will note that each Flagship project has been broken down into annual implementation components. This will allow executing ministries to keep track of their progress, the Vision Delivery Secretariat to monitor progress and assist in the mobilization of resources as appropriate and, the Ministry of Finance to anticipate financial requirements for the projects as they progress.


The third and fourth sections of the handbook are two important new additions to the national monitoring plan for the country. Section 3 is the District and Constituency Monitoring Framework. This framework comprises two parts. Part 1 will assist in tracking the allocation and expenditure of funds at the Constituency level and, by extension, will give an indication of how much we are achieving at the local levels in terms of the MDGs. Many of the indicators in the District and Constituency Monitoring Framework therefore are consistent with the MDG targets. These indicators are tracked in Part 2 of Section 3.


Finally, Section 4 of the Handbook is the Gender Monitoring Framework. The Government of Kenya is committed to equity in all aspects of its development programme and 30 percent representation of women in parliament is just one. The Gender Monitoring Framework is the largest that we have had for tracking national progress on gender since independence. It will reveal differentials for men, women, boys and girls in their participation in the labour market, school enrolment and access to services, including electricity, water and sanitation.

I trust the handbook will be widely used, including by schools and by Non-Governmental Organizations as they collaborate with the government in its development efforts.
