Ministry retains top position in performance contracting

The Ministry of State for Planning, National Development and Vision 2030 has maintained number one position in the performance contract evaluation results for the 2010/2011 Financial year.

In the results released by H.E President Mwai Kibaki and Prime Minister, Rt. Hon. Raila Odinga, on Monday, the Ministry was ranked first in the category of Ministries/ Departments beating 45 others after attaining a composite score of 1.9382 compared to the 2.1010 it achieved last year.

The Ministry of Energy and the Ministry of Lands with a score of 1.9509 and 1.9720 respectively took second and third positions followed by the Ministry of State for Special Programmes with 2.1434 while the Ministry of Information and Communications took position five after managing to get 2.1655.


At the same time the Ministry of State for Planning, National Development and Vision 2030 was ranked top in the category of the most sustained Ministries/ Departments with a composite score of 2.1055 and at position five among the most improved Ministries/Departments.

Speaking after the announcement of the results, both the Minister and Permanent Secretary expressed contentment noting that retaining the first position was not a mean achievement.
“These results are very impressive and the fact that we have been recognized as the best in the category of the most sustained ministries and also among the most improved means that there’s also robust management of finances,” said the Minister ,Hon. W

Mr. Oparanya thanked the officers at the Ministry for their commitment and hard work noting that the positive results were as a result of teamwork and good working relations.
Commenting on the achievement, Dr. Edward Sambili, the Permanent Secretary, said, “We are humbled and excited with the exemplary performance.”

The PS encouraged other Ministries to stay focused and ensure they have dedicated teams to assist them better their results.

“As long as you have a motivated team, the results will definitely be remarkable,” he added.

University of Nairobi with a composite score of 1.4917 was ranked at position one in the category of top state corporations followed by Kenyatta University and Nyayo Tea Zones Development Corporation at second and third positions after scoring 1.6502 and 1.6596 respectively.

In the Local Authorities category, Town Council of Kikuyu emerged as the best, followed by Town Council of Othaya and the Municipal Council of Machakos.
On the other hand, Machakos Technical Training Institute, took position one in the category of tertiary institutions followed by Rift Valley Technical Training Institute and Kenya Technical Teachers College.
