Mandate The Directorate is responsible for the development and coordination of sector policies and programmes in conjunction with line ministries and stakeholders. It is also responsible for the coordination of policy and planning aspects of the Medium Term Expenditure Framework (MTEF) budget. The Directorate co-convenes the Physical Infrastructure, Special programmes, Human resource development and Environment, water and sanitation sector working groups in the MTEF budgeting process. The Directorate co-ordinates the review and implementation of the Scheme of Service for Economists/Statisticians activities and provides leadership and linkages to Central Planning and Project Monitoring Units (CPPMUs) networks to undertake sectoral planning, policy analysis and budgeting functions Towards the fulfilment of the Ministry’s mandate and functions as outlined by the Strategic Plan 2008/09-2012/13, SPD contributes significantly towards the following: - - Strengthening policy formulation and planning;
- Strengthening Human Resource Management and Development;
- Strengthening policy and planning aspects of the Medium Term Expenditure Framework (MTEF) budget,
The above responsibilities are executed through the three divisions of the Directorate as follows: - Social Services and Governance: Contributes to the directorate’s mandates by focusing on policy matters that relate to the Social Sector including: - Education, Children, Youth, Health, Population, HIV/AIDS, Gender, Sports, Labour Relations and other social development and governance issues.
- Economic and Basic Infrastructure: Contributes to the directorate’s mandates by focusing on policy matters that relate to physical infrastructure including roads, energy, local government, housing, public works, Nairobi Metropolitan and transport.
- Productive: Contributes to the directorate’s mandates by focusing on policy matters that relate to productive sector including: - including, Agriculture, Livestock, Fisheries, Land Development, Cooperatives, Tourism, Environment and Natural Resource and Trade and Industry.
