Musalia Mudavadi, Economic Principal Secretary Dr. Bonface Makhokha attended the launch of the Capacity-Building Programme for County Governments on Economic Planning and Strengthening National–County Integration Mechanisms in Busia County, where the Annual Progress Report of the MTP IV was also unveiled .
At the State Department for Economic Planning, our focus is to ensure that counties are empowered to adopt data-driven systems that enhance evidence-based policy formulation and implementation.
This approach is central to the Bottom-Up Economic Transformation Agenda (BETA), which seeks to anchor national development on local productivity, inclusivity and efficiency. However, we continue to face key gaps in our planning ecosystem, including the absence of a dedicated planning policy, outdated National and County Integrated Monitoring and Evaluation Systems (NIMES/CIMES) and misalignment between national and county planning frameworks.
To address these challenges, a draft National Economic Planning Policy to provide clear guidance and coherence in development planning across all levels of government has been developed.
In addition, through the capacity-building programme, counties are being equiped with the necessary tools and skills to enhance coordination, improve data management and strengthen institutional linkages.
A comprehensive overhaul of NIMES and CIMES is being undertaken to create an integrated national planning and monitoring system that ensures real-time data flow, accountability and impact tracking.
Through these reforms, we are strengthening county capacities to align their planning, budgeting and monitoring frameworks with the upcoming Fourth Medium-Term Plan (MTP IV), the implementation blueprint of Vision 2030.
