Roundtable Meeting On Accelerated Delivery Of The Government Legislative Agenda
The 13th Government Legislative Agenda (GLA) Prioritization meeting was held today Tuesday, 7th April, 2026 at the Kenya Railways Building.
The meeting focused on aligning the Finance and Production Sector with national development targets.
During the meeting, the Economic Planning Principal Secretary, Dr. Bonface Makokha presented the 13 strategic initiative roadmap. He emphasized that, these legislative frameworks are essential for delivering the Bottom-Up Economic Transformation Agenda (BETA), the Fourth Medium-Term Plan (MTP IV) and the Kenya Vision 2030, ensuring that national ambitions are grounded on reliable data and sustainable resources.
He also outlined several strategic initiatives aimed at strengthening Kenya’s economic planning and grassroots project monitoring. These initiatives include the establishment of an Economic Intelligence Unit and the ‘Gumzo la Uchumi Mashinani’ to link local economies to national policy.
The State Department is also focusing on capacity building for County Planning Officers as well as the employment and deployment of economists to all counties to ensure technical expertise is achieved at the regional level.
These initiatives which includes revamping the Monitoring and Evaluation systems, National Integrated Monitoring and Evaluation System (M&E), and County Integrated Monitoring and Evaluation System
(NIMES & CIMES) providing specialized training for National Government Administrative Officers (NGAO) to accurately report on government projects at the Mashinani level.
The Economic Planning Bill is a priority commitment for FY 2024/2025 and FY 2025/2026, the Kenya Vision Bill, the KIPPRA (Amendment) Bill 2024, the Kenya National Council for Population and Development Bill, No 72 of 2023.
Additionally, four policies including the Economic Planning Policy and AUDA-NEPAD Programmes Policy (African Union Development Agency) were adopted to link dialogues to national goals.
These bills form a strategic legal framework designed to strengthen Kenya’s national planning, data management and evidence-based policy making. Collectively, they aim to transition temporary policy directives into permanent institutional structures, ensuring that long-term goals like Vision 2030 remain consistent regardless of changes in leadership.
Speaking during the forum, the Principal Secretary for Parliamentary Affairs, Aurelia Rono who oversaw the coordination of the legislative commitments, noted that the roundtable meetings are essential for establishing a clear record of government priorities to guide the upcoming parliamentary sessions.
In addition, aligning policy goals with available resources shall create a disciplined framework where planning and execution are fundamentally linked. This synergy eliminates wastege and ensures that every intervention is adequately funded to achieve its intended impact, thereby strengthening institutional accountability.
With the roadmap now set, the collaborative spirit paves the way for a more organized and prosperous future, where every policy and plan serves as a stepping stone towards national transformation.
