Dr. Bonface B. Makokha

Dr. Bonface B. Makokha, is the Principal Secretary, for the State Department for Economic Planning in the National Treasury. PS Makokha has served in various high-level technical and advisory capacities within regional and international institutions, including: The United Nations Office of the Special Envoy for the Great Lakes Region (UN-OSEGLR); the International Conference on the Great Lakes Region (ICGLR); and the Levy Mwanawasa Regional Centre for Democracy and Good Governance. 

PS Makokha is an expert in Monitoring and Evaluation, Human Resource Management and Development; Institutional Reforms; and has a wealth of experience in strengthening Governance Systems; evidence based and results oriented planning frameworks; and Resource Mobilization.

He led and supported capacity strengthening programs for Election Management Bodies (EMBS), Parliamentary Gender Committees, and Political Parties across 12 ICGLR Member States (Angola, Burundi, Central African Republic, Congo, Democratic Republic of Congo, Kenya, Rwanda, South Sudan, Sudan, Tanzania, Uganda, and Zambia)- advancing regional efforts towards gender parity, electoral integrity, and representative democracy.

While at the ICGLR, Bonface Makokha served as the Regional Monitoring, Evaluation and Human Resources Expert, overseeing the multi-country program. As the technical lead at the UN-OSEGLR, He spearheaded the use of the United Nations UMOJA Integrated Planning, Management and Reporting (IPMR) platform, guided resource tracking, performance monitoring, and results reporting for donor-funded initiatives. 

As a renowned and distinguished development practitioner, PS. Makokha has mobilized and managed over USD 14 million in development financing from USAID, the European Union, the African Development Bank, and multiple United Nations agencies, supporting interventions in peacebuilding, natural resource governance, public sector reforms, and gender responsive programming.

PS Makokha holds a Bachelor of Education (Science) degree, a Master of Arts in Monitoring and Evaluation degree, a Master of Science in Physics degree and a Diploma in Project Management. He holds a PHD (a.cf) Doctorate in Mediation and Conflict Resolution and an Honorary Doctorate in Theology in recognition of his contribution to ethical leadership and inclusive governance.
