Knowledge Management Policy Handover

The long awaited handover for the Knowledge Management (KM) Policy between the Economic Planning and the State Department for Culture,The Arts and Heritage has today Tuesday, 27th January, 2026 taken place at the Maktaba Kuu Building, Nairobi County.

 

The Economic Planning Principal Secretary, Dr. Bonface Makokha formally handed over the KM Policy documents which were developed by the SDEP to his counterpart from the State Department for Culture, The Arts and Heritage, PS Ummi Bashir.

 

The KM policy documents handed over are; the Knowledge Management Policy for Kenya (2022), Report on the Inaugural Workshop of the Knowledge Management for National Steering Committee (NSC) and National Technical Committee (NTC) (2023), the Baseline Survey on Knowledge Management Awareness and Practices (2023) and the Knowledge Management Norms and Standards (2023).

 

Collectively, these documents provide a comprehensive policy, institutional and operational framework to guide the implementation of knowledge management across public sectors in the Country.

In addition, the KM Policy for Kenya provides a multi-phased approach towards achieving a knowledge -based economy as highlighted in the Kenya Vision 2030.

While acknowledging the progress made under the Knowledge Management for Kenya programme, PS Makokha noted that financial constraints Nationally remain a key challenge to the sustainability, mainstreaming and scaling up of knowledge management initiatives.

He emphasized that the Department remains fully committed to collaboration hence strengthening coordination and ensuring that the KM Policy continues to support National development priorities.

The PS highlighted that Capacity Building as well as Monitoring and Evaluation (M&E) are key components for the implementation of the KM Policy. This effort will contribute to improved coordination across all sectors of the economy, he added.

 

On her part, PS Bashir underscored that the Department has embarked on a transformative journey to institutionalize the Knowledge Management policy. She further stated that the Department is strategically positioning itself to tap into the knowledge-driven economy.

 

More importantly, the SDEP has been working with the State Department for Culture, The Arts and Heritage particularly through the National Steering Committee on Knowledge Management since the year 2009.

 

The KM framework is well anchored on the Country’s long-term development blueprint, the Kenya Vision 2030. The policy also recognizes knowledge as a critical driver of economic growth, social welfare and global competitiveness.

 

The implementation of the KM policy will mark a significant milestone in creating, sharing and preserving Institutional knowledge for sustainable development. It provides an opportunity for reflection, dialogue and alignment on the way forward while enhancing knowledge management practices within government systems.

 

Together, the two State Departments exemplify the power of inter-governmental collaboration in advancing digital transformation and preserving National heritage as a strategic asset for Kenya’s socio-economic growth.

 

In attendance during the Handover were: The Economic Planning Director General, Dr. Masini Ichwara, Ag. Economic Planning Secretary, James Maina, Director for Planning, Ezekiel Manyara, State Department for Culture, The Arts and Heritage Secretary Administration, Michael Mwangi Meru, the KM National Steering Committee (NSC) Members and the National Technical Committee (NTC) among others.
