The Ministerial Performance Contract Meeting For The F/Y 2026/2027

The  State Department for  Economic Planning earlier today 22nd July, 2026, held the Ministerial Performance Contract  Meeting for the year 2026/2027   at the National Treasury Building. 

This is in accordance with the Executive Order No. 1 of 2023  and the  Department for Public Service Management Performance Contract (DPSM) Guidelines 2026, which mandates the   National Treasury and other MDAs to submit  the Draft Ministerial Performance Contract for each Fiscal Year for vetting.

The objective of this meeting  was to ensure that performance and productivity for the Ministry aligns itself to the  BETA priorities,Vision 2030 and  MTP IV and other  targets  projected that are budget-aligned and verifiable before signing.

The Draft Performance Contract  should be an ambitious and well-aligned   document that can help the government deliver on its promises, including its flagships.This includes Revenue Targets, Debt Management and Public Finance Management  activities.

The National Treasury Draft PC 2026/2027 sets a strong pace for fiscal discipline, digital transformation and climate action. With the  minor revisions, it will be fit for signing and implementation.

This year's  PC  has been achieved in most  sectors, including Digital Super Highway, Universal Health Coverage , Climate Change, prudent funds absorptions and service delivery.

While addressing the Ministerial Performance Contract Committee  together with a team from the Department  for  Public Service and Performance, the Principal Secretary 

for the  National Government Coordination, where Performance Contracting is domiciled, Hon. Ahmed Abdi  Salan  Ibrahim said that while  Performance Contracting is about productivity,  it must project efficiency and accountability showing value for money budgeted from  the activity done.

Consequently, he said that there has been discussions  to have officers across MDAs trained on Performance Contracting and even benching on the best practices across Africa.

Present during the meeting were; the Principal Secretary for Economic Planning, Dr. Bonface Makokha, Director General for Economic Planning, Dr. Masini Ichwara and  Secretary Economic  Planning,  Timothy Gakuu among others.
