ROUNDTABLE MEETING ON ACCELERATED DELIVERY OF THE GOVERNMENT LEGISLATIVE AGENDA
The 13th Government Legislative Agenda (GLA) Prioritization meeting was held today Tuesday, 7th April, 2026 at the Kenya Railways Building. The high-level session focused on aligning the Finance and Product Sector with national development targets to ensure a streamlined approach and service delivery.
During the meeting, the Economic Planning Principal Secretary, Dr. Bonface Makokha presented the 13 strategic initiative roadmaps. He emphasized that, these legislative frameworks are essential for delivering the Bottom-Up Economic Transformation Agenda (BETA), the Fourth Medium-Term Plan (MTP IV) and the Kenya Vision 2030, ensuring that national ambitions are grounded on reliable data and sustainable resources.
To strengthen Kenya's economic planning and grassroots project monitoring, Dr. Makokha outlined several key initiatives including the establishment of an Economic Intelligence Unit and the ‘Gumzo la Uchumi Mashinani’ designed to link local economies to national policy.
Furthermore, the State Department is focusing on capacity building for County Planning Officers as well as the employment and deployment of economists to all counties to ensure technical expertise is achieved at the regional level.
Additional measures include revamping the National Integrated Monitoring and Evaluation systems (NIMES) and the County Integrated Monitoring and Evaluation System (CIMES) as well as providing specialized training for National Government Administrative Officers (NGAO) to ensure accurate reporting on government projects at the Mashinani (grassroots) level.
The Economic Planning Bill has been identified as a priority commitment for the 2024/2025 and 2025/2026 fiscal years including the Kenya Vision Bill, the KIPPRA (Amendment) Bill 2024, the Kenya National Council for Population and Development Bill, No 72 of 2023.
Additionally, the Economic Planning Policy and AUDA-NEPAD Programmes Policy were adopted to link high-level dialogues to national goals.These bills form a strategic legal framework designed to strengthen Kenya's national planning, data management and evidence-based policy making.
Collectively, they aim to transition temporary policy directives into permanent institutional structures, ensuring that long-term goals like Vision 2030 remain consistent regardless of changes in leadership.
Speaking during the forum, the Principal Secretary for Parliament Affairs, Dr. Aurelia Rono who oversaw the coordination of the legislative commitments, noted that the roundtable meetings are essential for establishing a clear record of government priorities to guide the upcoming parliamentary sessions.
She added that aligning policy goals with available resources creates a disciplined framework where planning and execution are fundamentally linked. This synergy eliminates wastage and ensures that every intervention is adequately funded to achieve its intended impact, thereby strengthening institutional accountability.
With the roadmap now set, the collaborative spirit paves the way for a more organized and prosperous future, where every policy and plan serves as a stepping stone towards national transformation.
