ROUNDTABLE MEETING ON THE DRAFT PUBLIC SERVICE PERFORMANCE MANAGEMENT BILL 2025
Earlier today, Thursday 9th April, 2026 Principal Secretaries from several State Departments converged in Nairobi, for the High-Level Consultative Meeting on the Draft Public Service Performance Management Bill 2025.
This Draft Bill aims to institutionalize and streamline performance management in Kenya's public sector by linking planning, budgeting and performance therefore enhancing service delivery.
The bill once enacted into law, shall establish a specialized Directorate of Performance Management, which will create a framework for rewards and sanctions.
Further, it will promote accountability by strengthening performance contracting and setting uniform standards, including service level agreements for Ministries, Departments, Agencies, County government, independent offices and constitutional commissions.
This initiative will establish a system that rewards high-performing agencies while proactively addressing under performance. By implementing uniform standards and Service Level Agreements (SLAs) with defined obligations and timelines, the framework will ensure accountability, cross-agency coordination and operational efficiency.
The bill's objectives include: Improving Public Service Delivery, Enhance efficiency and effectiveness in government agencies, promote accountability, hold agencies responsible for meeting performance targets,Institutionalize Performance Management embed performance management in public service culture.
In a speech delivered on his behalf by the Principal Secretary for the State Department for National Government Coordination, Hon. Ahmed Ibrahim, the Prime Cabinet Secretary, Hon. Musalia Mudavadi, E.G.H. observed that Kenya has distinguished itself as a global trailblazer in Performance Management. Highlighting the Country's unparalleled consistency, the PCS noted that Performance Contracting has now entered its 22nd consecutive performance cycle, a testament of institutional endurance unmatched by any other nation.
He emphasized that this two-decade journey reflects a sustained commitment to excellence that has fundamentally transformed the impact and efficiency of public service delivery.
The Economic Planning Principal Secretary, Dr. Bonface Makokha's attendance signifies a strategic shift from departmental discourse to national priority, ensuring that the deliberations are anchored in the Country’s long-term development blueprint.
This bill shall create performance ownership and accountability at an individual level once approved.
In attendance were several PSs from State Departments and Officials from German International Corporation(giz) among other senior government officials.
