Signing of The National Treasury Cascaded Second Level Performance Contracts for the Financial Year 2025/2026
The National Treasury Cabinet Secretary Hon. FCPA John Mbadi today, Monday 2nd March, 2026 presided over the signing of the Ministry’s Cascaded Second Level Performance Contracts for the Financial Year 2025/2026 at his Treasury Building Office, Nairobi.
The contracts signing follows the successful conclusion of the Mid-Year Performance Review which provided an opportunity to assess achievements, evaluate progress made, fiscal consolidation measures and key Government programmes.
Speaking during the meeting, CS Mbadi underscored the importance of Performance Contracting as a critical accountability tool in strengthening result-based management, reinforcing transparency and ensuring optimal public finance management.
CS Mbadi further emphasized on the need for prudent fiscal management, efficient public investment oversight and data-driven economic planning that supports sustainable growth and macro-economic stability.
Nevertheless, he commended the progress recorded and urged all the State Departments to sustain the momentum and remain focused on delivering measurable outcomes that contribute to National development objectives.
During the meeting, the State Department for National Government Coordination Principal Secretary, Hon. Ahmed Abdisalan noted that the Ministry has registered notable improvement compared to previous years.
In addition, he revealed that the performance score improved from 3.22 in the FY 2024/2025 to 2.98 in the current Financial Year. This reflects enhanced efficiency, stronger internal coordination and a renewed focus on service delivery.
In his view, the Economic Planning Principal Secretary Dr. Bonface Makokha underscored that the Mid-Year PC review demonstrated that the State Department has been effectively executing its core mandates.
PS Makokha reaffirmed that the PC framework remains a vital instrument in strengthening public sector management. He also highlighted that the process directly supports the actualization of Kenya’s long-term development blueprint, Kenya Vision 2030.
The execution ceremony formally sets the metrics for the FY 2025/2026 and reaffirms the Ministry’s commitment to efficient service delivery and accountability to the people of Kenya.

Economic Planning Secretaries Timothy Gakuu, James Maina, Festus Wangwe and Evelyn Anupi among other Senior Dignitaries.
