The Meeting On Budget Implementation And Monitoring For The Financial Year 2025/2026

The State Department for Economic Planning (SDEP) Principal Secretary, Dr. Bonface Makokha, met with the Departmental Committee on Finance and National Planning flanked by the Heads of the Semi-Autonomous Government Agencies (SAGAs) and Senior Finance Officers today, Wednesday, 25th March, 2026 to discuss the budget implementation and monitoring for the Financial Year 2025/2026 in Nairobi County.

 

The objective of the budget implementation and monitoring exercise is carried out to ensure that public resources are used effectively, enhance better service delivery, improve fiscal discipline and revenue management, execution of development projects and policies among others.

 

Therefore, the meeting is convened Pursuant to Standing Order 216 of the National Assembly which tasks the Departmental Committee on Finance and National Planning is directed to “on a quarterly basis monitor and report on the implementation of the national budget in respect of its mandate”.

 

Further, in accordance with Standing Order 245A(2)(c), provides that each Departmental Committee shall pursuant to Standing Order 216(5)(ba) “examine and report on the expenditures and non-financial performance of the budget of the national government”

 

During the meeting, PS Makokha delivered a comprehensive presentation on the status of budget implementation detailing both financial expenditures and non-financial performance metrics for Q1 and Q2 of the FY 2025/2026.

 

In addition, the presentation highlighted key focus areas which include; the financial performance by vote and program, the assessment of non-financial performance, a detailed review of quarterly project implementation status of ongoing national flagship projects and other critical fiscal performance indicators.

 

Ultimately, the PS emphasized on the importance of allocating resources among others to advance human capital development and the full roll-out of the e-NIMES and e-CIMES digital systems.These improvements are essential to ensuring efficient and transparent service delivery.

 

In attendance during the meeting were; the Economic Planning Secretary Administration, Dr. Haron Komen, the Deputy Chair of the Departmental Committee on Finance and National Planning Hon. Benjamin Lang’at who is also the Member of Parliament for Ainamoi Constituency, Committee Members of Parliament, Heads of SAGAs and SDEP Directors among others
