The Official Closing Ceremony Of The Sdep Capacity Building Programme On Sustainable Planning For Resilient Economies
The Sustainable Planning for Resilient Economies comprehensive capacity building programme themed “From Plans to Impact-Shaping Systems, Delivering Results,” has today Friday, 13th February 2026 come to a close in Naivasha.
The two-phased programme, implemented by the State Department for Economic Planning (SDEP), focused on advancing the integration of Monitoring, Evaluation and Reporting (MERL) into governance and planning frameworks across Counties
Building on the foundations of Phase One, this second phase sought to equip the participants with practical tools to address fragmented policy approaches, weak alignment and short-term planning cycles that often undermine long-term sustainability.
The programme which brought together County leaders,Planners and Statisticians was designed to strengthen County Planning systems and enhance viable development results.
During the Programme, the participants have enhanced their: Capacity to apply advanced monitoring, evaluation and reporting techniques to County development programmes;
integrate cross-cutting issues such as gender, youth, inclusivity and climate resilience into planning and budgeting; strengthen intergovernmental coordination and National–County integration mechanisms; develop actionable strategies for citizen participation and stakeholder engagement.
Throughout the training sessions, participants explored strategies to better respond to emerging global pressures such as climate change, digital transformation, shifting economic models and evolving fiscal dynamics.They have also departed with a renewed purpose to drive resilient, inclusive and evidence-based development across the Country.
Presiding over the closing ceremony, the Economic Planning Director General Dr. Masini Ichwara commended participants for their dedication and active engagement throughout the programme.
The DG advocated on the importance for the harmonization of County Integrated Development Plans (CIDPs) with established National priorities and policy frameworks with the aim of delivering people-centered and tangible economic outcomes.
In his remarks, he highlighted that successful Economic Planning depends on integrated and well-coordinated efforts among Ministries, Departments and Agencies (MDAs) as well as County Governments.
He further underscored the importance of aligning planning with budgeting and results, stressing that effective Economic Planning remains central to achieving sustainable and inclusive growth.
While presenting the certificates to the participants, the DG also encouraged the officers to promote a culture of accountability, innovation and ongoing learning within their respective areas of jurisdiction.
DG Ichwara, reaffirmed the State Department’s commitment to supporting Counties in strengthening governance frameworks hence fostering National and County Integration mechanism.
Importantly, through a practical and solutions-driven approach, the training emphasized on linking policy to practice, planning to budgeting and strategies to measurable results.
The Initiative reinforces the principle that resilient economies are not built in moments but they’re sustained through strong and coherent systems.
In attendance during the closing ceremony were: The Economic Planning Directors; Dr. Justus Makau, Terry Kimonye, Mathew Tsuma, and Lawlence Muthama; Representatives from the County Governors Service Delivery and County Assembly Members (MCAs) among other Senior Officials.
