The Official Launch Of The  Financial Year 2026/27 And The Medium-Term Budget Preparation Process

The National Treasury Cabinet Secretary, Hon. FCPA John Mbadi has today, Monday, 25th August, 2025 officially launched the Financial Year 2026/27 and the Medium-Term Budget Preparation Process at the Kenyatta International Convention Centre (KICC).

 

The process is guided by a Budget Calendar which indicates the timelines for key activities issued in accordance with Article 220 of the Constitution and Section 35(e) and 36 of the Public Finance Management Act, (CAP 412A).

 

Additionally, the process is made up of the Sector Working Groups (SWGs) that bring together stakeholders to discuss budget priorities and public participation that enables citizens to contribute through forums and provide feedback.This framework ensures a structured and inclusive budget formulation process.

 

The Fiscal Year 2026/27 and the Medium-Term Budget Preparation Process is based on the Medium Term Plan (MPT IV) which aligns itself  with the Bottom-Up Economic Transformation Agenda (BETA) pillars, that include; Agriculture, Affordable Housing, Micro, Small and Medium Enterprises a(MSMEs), universal healthcare and the Digital Superhighway.

 

In his address during the event, CS Mbadi emphasized that the preparation process is a  crucial step in promoting fiscal responsibility, public participation and economic development in Kenya.

 

“The  initiative is integral to our broader strategic framework which is aimed at ensuring economic sustainability of our economic growth, social development and effective Public Service delivery.” CS Mbadi said.

 

This process is being prepared amidst a global economy that is facing notable challenges, such as: rising trade barriers across the globe, trade policy escalations and financial tightening and policy uncertainty among others.

 

Economic Planning Principal Secretary, Dr. Bonface Makokha gave key highlights of the Fourth Medium Term Plan priorities.

 

Present during the launch was the  The Treasury Principal Secretary, Dr. Chris Kiptoo, Principal Secretary, Public Investment and Asset Management,Cyrell Odede, the Chairperson, Parliamentary Budget and Appropriations Committee, Hon. Samuel Atandi Onunga, M.P and  several PSs from various State Departments, Members of Parliament and senior government officials among others.
